Research on the development path of carbon peak and carbon neutrality in China's Power Industry
ZHU Fahua;WANG Yushan;XU Zhen;The development path of the power industry has attracted much attention and heated discussion, since President Xi Jinping announced China's carbon peak and carbon neutrality targets. It points out that carbon peak includes peak time and peak value, and carbon neutrality is not zero emission of CO_2, starting from the basic concept of carbon peak and carbon neutrality. Based on the path analysis of carbon peak and carbon neutralization in developed countries, the similarities and differences between China and developed countries are obtained. It will be harder for China to reach a carbon peak and become carbon neutrality. Three important measures are proposed, the first is with energy-saving and burning with blending as the lead, to retain no less than 800 million kW thermal power units. The second is with low carbon energy as the key, to develop wind and solar power generation. The third is with energy storage and carbon capture as the supplement, to ensure the stability of electric power system. According to the China's practical situation that the fossil energy is with rich coal, poor oil and little gas, the development of hydro-power resources is basically completed, and the site selection of nuclear power stations is more difficult, it is estimated that the CO_2 emission from China's thermal power industry during the carbon peak period is about 4.7 billion tons, the allowable CO_2 emission is about 1.35 billion tons during the period of carbon neutrality. And China's installed power capacity will be 6.43 billion kW, of which wind and solar power generation is 5 billion kW, nuclear power 200 million kW and hydro-power 430 million kW, waste heat, pressure and gas generated electricity of 50 million kW, biomass generated electricity of 120 million kW, gas generated electricity of 100 million kW, coal-fired generated electricity of 530 million kW. The non-fossil energy generated electricity installed capacity accounts for 90.2%, electricity generation accounts for 85.3%. China's power industry emits about 1.521 billion tons of CO_2 during the period of carbon neutrality, of which 1.318 billion tons are emitted by the thermal power sector, less than the allowable emissions.

The meanings of "treatment after pollution" are firstly discussed.The main reasons,it produced in large scale in China,are analyzed.The technology and economic factors,being slow in understanding and delaying in action,and imperfection in administration are dominant among them.In order to avoid "treatment after pollution" in future,the ways to deal with above situations are put forward.It is stressed that the technologies beneficial to environment should be developed beginning with industries production.The technologies of pollutant control should be integrated in the production processes.
Analysis of the current status of biomass energy generation technology

This paper describes the current situation of biomass power generation technology in China, mainly introduces the main technical scheme of biomass power generation in China, and analyzes the advantages and disadvantages of each scheme, summarizes the problems existing in the popularization and application of biomass power generation technology. The development trend and main direction of bio energy generation technology in the future are also predicted.
Research on the pathway and policy framework of achieving carbon peak and carbon neutrality
WANG Zhixuan;In order to effectively promote the low-carbon transformation of China's economic and energy systems, considering the systematicness, scientificity and integrity of carbon reduction schemes, two concepts are put forward. One concept is the peaking of net CO_2 emissions, also called carbon peak, and the other one is the plateau about carbon peak and carbon neutrality. The basic approach to achieve the latter concept's target is expounded, which is with regard to economy, society and the transition process of low-carbon technology. Meanwhile, the adjustment suggestion of policy framework is studied, the tightly focused problems are investigated. It is proposed that the path to reduce carbon emission should be designed according to some definite aspects, such as the physical carbon intensity index and the value carbon intensity index of products which belong to different industries, the other indexes in connection with assessing the efficiency of carbon emission reduction. The general trend of China's carbon emission reduction is to reach its peak by 2030, followed by a wavelike decrease and a slight decline(to about 2035), and then a steady decline(to about 2040), followed by a approximated linear decline(to about 2050), and finally an accelerated decline(to about 2060) to achieve carbon neutrality by 2060. It is presented that the existing policy framework should be adjusted from the aspects of regulated government functions, strengthening top-level design, improving index system, scientifically emission accounting, as well as the suggestion including the establishment of mult-index system, which covers binding indicator and guidance indicator. It is indicated that special attention should be concentrated on some key problems refering to significant safety risks of power system in energy's low carbon transition, systematic cost of transition, ordered coal reduction, etc.
